National Leadership
José L. Pérez co-founded the first council of its kind, the California Utilities Diversity Council (CUDC) in 2003, with Michael R. Peevey, who is former president of the California Public Utilities Commission. The CUDC set new benchmarks and led to new achievements in diversity by California-regulated companies. In 2008, José co-founded another first council of its kind, the National Utilities Diversity Council (NUDC), and served as its president for three years creating national awareness and synergistic efforts toward reaching diversity goals.
Mission
Hispanics In Energy (HIE) is a community-driven, non-profit organization designed to facilitate Hispanic inclusion in America’s energy industry. It is a resource for the energy industry, utility companies, municipalities, elected or appointed officials with oversight responsibility of energy related policies and practices, and communities on comprehensive energy matters pertaining to:
• Public Policy (Legislative and Regulatory)
• Governance (Corporate Board and Officers)
• Employment (Jobs and Workforce)
• Procurement (Supplier Diversity)
• Philanthropy (Community Contributions)
• Customer Service and Marketing (Language Access)
Hispanics In Energy – Virginia
The focus of Hispanics in Energy Virginia (HIE-VA) is to promote Hispanic participation in Virginia’s energy industry. The group’s goals are to increase Hispanic representation through educational outreach, to empower Hispanics through career and leadership development, and to promote Spanish language access.

HIE-VA offers a variety of programs and services to its members, including:
